Network Management Policy

Version 4.2 · Effective September 2026

CROWSNEST BROADBAND NETWORK MANAGEMENT & TRANSPARENCY POLICY

Effective Date: September 2026 • Version: 4.2

Version 4.2 amends Version 4.1 by specifying Eastern Time for the standard maintenance window in Section 7 (Network Maintenance) at Crowsnest’s request. Version 4.1 amended Approved Version 4.0 by replacing Section 7 (Network Maintenance) to establish Crowsnest’s standard maintenance window. No other provision was changed.

Crowsnest Broadband LLC provides broadband Internet access over a combination of fiber and fixed-wireless infrastructure. This policy describes Crowsnest’s general network-management practices and is intended to support transparent, reliable operation of the network. Plan-specific performance and commercial terms are disclosed separately, including through applicable Broadband Consumer Labels.

1. Network Management Principles

Crowsnest manages its network to provide reliable broadband service, protect customers and infrastructure, mitigate congestion and security threats, maintain network integrity, and support fair access to available capacity. Network-management practices may change as technology, traffic patterns, threats, and network architecture evolve.

Where reasonably practicable, network-management measures are tailored to legitimate operational, performance, or security purposes rather than to favor particular lawful websites, viewpoints, or unaffiliated applications.

2. Congestion Management

Crowsnest engineers capacity and monitors network performance to reduce congestion. During unusual or localized congestion, Crowsnest may use reasonable traffic-management techniques, capacity controls, queue management, scheduling, or other technical measures appropriate to the affected network segment.

Crowsnest does not impose a general policy of slowing a customer merely because the customer has used a particular amount of data. Standard Internet plans do not have data caps unless a plan’s specific disclosures state otherwise.

3. Application-Specific Practices

Crowsnest does not maintain a general practice of blocking lawful Internet content, applications, services, or non-harmful devices. Crowsnest may block, rate-limit, redirect, or otherwise mitigate traffic when reasonably necessary for network security, abuse prevention, legal compliance, protection of customers, or operation of the Service.

Crowsnest does not sell paid prioritization of ordinary mass-market Internet traffic unless such a practice is permitted by applicable law and clearly disclosed before implementation.

4. Security and Abuse Management

Crowsnest may detect and mitigate denial-of-service attacks, malware, botnets, scanning, spoofing, spam, compromised devices, abusive traffic, routing anomalies, or other threats. Measures may include filtering, blocking, rate limiting, null routing, access controls, temporary isolation, or customer notification.

Security actions may affect traffic that resembles or is associated with a threat. Crowsnest seeks to limit such measures to what is reasonably necessary to protect the network and customers.

5. Device Attachment and Customer Equipment

Customers may connect lawful, non-harmful devices that are compatible with the Service and the customer’s service plan. Certain Crowsnest-managed access technologies may require Crowsnest-provided or approved network termination equipment or routers for provisioning, authentication, security, support, or service-quality reasons. Plan-specific equipment requirements are disclosed separately.

6. Performance Characteristics

Actual performance depends on the subscribed plan, access technology, location, network conditions, Internet conditions beyond Crowsnest’s network, customer equipment, Wi-Fi conditions, and other factors. Crowsnest publishes plan-specific performance information in the applicable Broadband Consumer Label and related disclosures.

Wi-Fi performance inside a premises is distinct from the performance of the broadband connection and can be affected by building materials, interference, device capability, distance, and router placement.

7. Network Maintenance

Crowsnest continuously monitors and maintains its network. Crowsnest’s standard maintenance window is from 12:00 AM to 6:00 AM Eastern Time. During this maintenance window, Crowsnest may perform planned or unplanned maintenance, upgrades, repairs, software or firmware changes, fiber or tower work, power work, security response, and other operational activities without advance notice.

Service may be temporarily interrupted or degraded during the maintenance window. Service interruptions occurring between 12:00 AM and 6:00 AM Eastern Time as a result of network maintenance are considered maintenance events and not service outages. An interruption during this window that does not result from network maintenance is not treated as a maintenance event merely because of the time at which it occurs.

Crowsnest will make every reasonable effort to provide customers with advance notice of planned maintenance when practical. However, advance notice is not always possible, particularly for emergency repairs, security response, urgent network work, or other circumstances requiring immediate action.

Maintenance or emergency work may also be necessary outside the standard maintenance window when required to protect, repair, restore, or operate the network.

8. Commercial Terms and Broadband Labels

Current plan pricing, recurring charges, one-time charges, equipment requirements, typical performance information, and other plan-specific disclosures are provided through the service-order process and applicable Broadband Consumer Labels. If this general policy conflicts with a plan-specific disclosure required by law, the required plan-specific disclosure controls for that item.

9. Privacy

Network management can involve processing operational and security information such as IP addresses, timestamps, equipment identifiers, traffic volumes, performance measurements, protocol or routing information, and threat indicators. Crowsnest handles personal information as described in its Privacy Policy and applicable law.

10. Updates and Contact

Crowsnest may update this policy as network architecture, technology, security threats, regulatory requirements, or practices change. The current version and effective date will be posted on the Crowsnest website.
